Details of the other Government of
India Schemes for the benefit of weavers
1) GROUP INSURANCE
SCHEME FOR HANDLOOM WEAVERS
A new scheme called "Bunker Bima Yojana" for Handloom Weaver introduced by Government of India operated through life Insurance Corporation of India for the benefit of the handloomweavers covered under Karnataka Handloom Development Corporation Co-operative Societies and private Sector. All weaver whether male or female between the age of 18 and 60 years are eligible to be covered under the Bunker Bima Yojana.

Textile Centre infrastructure Development Scheme TCIDS
Under
this scheme assistance will be provided by the Government of India to develop
the Infrastructure in traditional Textile Centres towards following facilities.
1. Construction of Roads.
2. Provision of testing facilities'
3. Common effluent treatment plant facilities 4.
exhibition/marketing hall
5. Strengthening of power supply
6. Improving water supply and drainage facilities
7. Improvement in telecommunication network and IT
facilities.
8. Establishment of design
centres.
9. Improving warehousing facilities
10. Improving facilities for movement of goods to sea
ports and airports, inland
container
depots, air cargo complexes etc. ,
11 . Augmentation of transport facilities especially for
decongestion
12. Facilities to improve human resource
13. Construction of creache buildings for apparel units.
The Central
Assistance will be subject to a
maximum of Rs.20 crores for a particular centre. 75% Central and 25% state
Share.

Supply of Raw material
under Mill Gate Price Scheme
Under
the Millgate prices scheme raw materials such as cotton, silk, jute and other
blended yarns are supplied to the State handloom organisations/co-operatives at
milgate prices through NHDC.
4)
Marketing
Assistance to HandLoom Weavers
a) District level events (DLEs)
To facilitate marketing support to
the Handloom Weavers, the Government of
India introduced the scheme
"District level Events ", Under this scheme Rs.2.00 lakhs will be
sanctioned to the implementing agency to organise the Exhibition cum Sales
during the famous Jatras or Festivals. The infrastructural faci!ity will be
provided to the Handloom Weavers I Co-ops./ institutes. The duration of
the event is minimum 6 days, maximum 10 days.
b) National Handloom Expo
To facilitate marketing support to
the Handloom Weavers-, the. Government
of India introduced the scheme “ the National Handloom Expo I Special
Expo ", In this Expo, Weavers / Institutes from all over the country will participate. Under
this scheme, Rs.38.00 lakhs (Max.) will be sanctioned by GOI to the
implementing agency for the National Handloom Expo. Rs.18.00 lakhs (Max.) will
be sanctioned for the Mini Expos (the places where population is less than 10 lakhs).
c) Craft Melas
The products produced by the handloom weavers will be displayed during Craft Melas. Every year, six Crafts Melas will be conducted in India where infrastructure facilities will be provided to the Handloom Weavers. In New Delhi, throughout the year Exhibitions will be conducted at Delhi Hath and stalls will be allotted to the Handloom Weavers I Agencies at subsidised rent basis.
d) Handloom
EXPORT Scheme
The
Scheme covers development of Exportable products, publicity of the products and
the international marketing there off.
Funds will be given by Government of India for setting up of the units
to the tune of Rs.30.75 lakhs per unit (Max).
5)
Intensive Handloom Training Programme
(IHTP)
In
order to provide an effective trust for upgrading the skills in the Handloom
Sector in a concerted manner to meet the challenges ahead an integrated
Handloom Training has been formulated. Government of India will finance 100%
funds for implementing the scheme through weavers Service Centre.
6) Assistance for Powerloom Weavers
a) Janashree Bhima Yojana/Group Insurance Scheme (JBY & GIS)
The premium and benefits are similar
to Bunkar Shima Yojana for handloom weavers.
b)Technologv Upgradation Fund Scbeme (TUFS)
Under this scheme for modernising the Traditional Machinery like Cotton Ginning and Pressing, Silk realing and Twisting, Weaving and Processing, Spinning, 5% interest subsidy of 20% Capital Subsidy (Small Scale Powerloom Units Only) on machine (on machine cost are provided. The scheme is continued upto the end of 31.3.2007.
c) Group Workshed for Power loom beneficiaries
25% subsjdy is provided for Group Workshed Powerloom beneficiaries at the rate of Mlax.Rs.80/- per 1 sq. feet (Max. for 14400 Sq. feet at Rs.11.52 lakhs) for each beneficiary with 10% contribution from them. The balance amount has to be met from Financial Institution.
